Yeah, then you can survive Fizz in lane and be useless for the rest of the game.
Also claiming his R is quite easy to dodge proves you don't play against him. Post 6 you are forced to your tower or you will get chased down lane and killed. Under tower his fish is nearly a guaranteed hit considering it takes up the entire lane between your tower and the wall. So you either don't CS anymore or you better have hourglass first item.
This wouldn't be so bad except that he's ungankable so your jungle won't even bother and now you are forced completely out of your role. Playing vs all of these super safe assassins just is not an enjoyable experience by any means whatsoever even if you win the game.
How would you be useless for the rest of the game? Liss isn't useless in teamfights, she has a great engage and can eliminate backlines quite easily while still being somewhat tanky for a mage.
I do play against him... I find it quite easy to dodge, especially as liss or any other champ with mobility - to beat him you really just need to pick a good champ. To also counter his fish, 600 gold for a stopwatch, or the rune - both are a lot easier to get than zhonyas. If he dives you under tower with that, he's more than likely pooched.
Again, he's fine to play against if you just pick a good champ going into the game. For ganks, if you were liss just E+W (and R if you have it) and that is more than doable for your jgl to gank you with. Heck, you could probably kill him solo if you had 6. Another champ, malz, just have your jgl waiting and then R on him - you're basically guaranteed to kill him there.
Another good champs to dodge his combos with / CC the freaking fish:

Again, these are just my opinions from my experiences.
