Change Annie Q into a skillshot

Annie already has a point-and-click stun with Tibbers (balanced by a cooldown), and to a lesser extent, her W (balanced with range). Why does she need yet another point-and-click stun with her Q?

Ugh. Fine here we go.

Every champion has two major strengths. The way I see a strength is:

Tanky
Heavy Damage
Utility
Mobility

I'm not going to go through the whole roster but let's do a few:

MasterYi : 2&4 Leona : 1&3 Ezreal : 2&4 : 2&3

There are a few exceptions but this is the general rule. A champion with only one cannot survive in this game. Let's look at some examples:

Nasus without Q damage... Ezreal without his dash... Fiddlesticks without his fear...

Annie 's most reliable spell in terms of damage AND stun is her Q. Messing with it takes away 50% of her utility, maybe more. Landing the stun with W is very difficult as the range isn't clear. So it's basically only on an ult CD that you can effectively stun.

Makes her trash-tier.

We can do that if we increase the base damages and scaling, as well as reduce the mana cost and cooldown.
