This wouldn't do anything to help Udyr, and it doesn't really do anything to make Shyvana 'meta' or a good pick in the current state of the game. You need to be able to quickly 100 to 0 your target in the early game to be viable in the jungle, so Tiger would still be superior even if Phoenix had AD scaling.
Udyr's current problem is that he's hard countered by half the roster and has absolutely no late game beyond AFK split pushing, it's not really a damage issue.

If anything were to be done to Udyr, I'd love to see his Phoenix Stance changed so that it synergizes with his other abilities. But, at the same time, I fear such a change would make him unbelievably broken to the point that Riot would nerf him into oblivion.

Please, no. We're already having an issue with 
- give him access to specialized AP items and you'll only ever see mages like him played.
