Celerity needs to be added as a passive to Phase Rush and removed as a separate rune

  1. Every champion that Celerity was intended for already takes Phase Rush(Asol, Cassiopeia, maybe Taliyah), no other champion ever prioritized movement speed quints except for Asol and Taliyah.

  2. Phase Rush is already balanced around the existence of Celerity(hence why it's so undertuned), adding it as a passive to Phase Rush means that the activation MS doesn't need to be buffed which is healthier for the game overall. Riot already stated they intend on buffing Phase Rush in the future.

  3. Celerity should not in any way be stackable with Fleet Footwork, and it's one of the most unfair interactions in the game. Fleet Footwork is not only hands down one of the strongest runes but it's interaction with Celerity means that it will always crowd out other options in Precision for ADC.

  4. Celerity should not be the most popular secondary ADC rune. A number of mages are already balanced around their mobility(Asol, Cassiopeia, Taliyah) and need MS to just be able to do damage. ADC have point and click auto attacks and are supposed to be balanced around low base MS in lane specifically to give aggressive supports a chance to counter their hyper scaling. ADC are not melee champions, and they are not mages, they do not need such high MS in lane.

  5. Magical Footwear exists and should be the healthy choice for ADC, 10 extra MS when they get boots but none before then. Celerity gives ADC too much flexibility and safety in lane.

  6. Sorcery needs better secondary rune options for primary Sorcery users, and needs to be made less appealing as a secondary rune tree overall.

Remove Celerity from Sorcery, add 3% movement speed to Phase Rush. Celerity does not need to be nerfed as Riot has implied it needs to be outright removed from the game.

Wait, but doesn't that completely negate the runes purpose, just combining a flat 3% ms to phase rush? I mean I read most of your post but like, I think the AP/AD bonus from the % ms bonus is sweet, I like it. It makes for some super fun builds.

If I'm not mistaking things like predator benefit from it, which is a super cool interaction. Predator AP Nunu is so much fucking fun. And I know you don't like fleet footwork- but maybe thats not the issue, maybe it fleets balance and not Celerity by itself. The combination of them isn't nec the problem, it might just one thats overtuned in conjuction with the other. Also I feel like its lovely to be able to have said options available in the first place.

You make a compelling case. However, I believe the MS bonus should be reduced as to not make any significant power changes to champions that do use Phase Rush. Ryze uses it too if I'm not mistaken, and it seems the general consensus abhors him.

Note that MS is extremely valuable, and adding a flat 3% bonus to Phase Rush may make it the new rune which nearly everyone takes. Once a few of them catch on, those who do not take it will not be able to keep up. There are exceptions of course, such as predator or fleet footwork.

What about the mages that enjoy Celerity, but not really Phase Rush? Karma, Lulu, Lux, Morgana etc.

And I don't get your problem with ADC picking from sorcery tree. It is not only Celerity picked most of the times, but also Gathering Storm, so should we remove both of them because ADCs pick them almost all the time?

I personally think you overestimate the synergy between Fleet Footwork and Celerity. Fleet Footwork will always be a top choice as long as it offers enough sustain for laning phase. Even if you currently remove Celerity, Fleet Footwork will still be the best.

Overall, I disagree with your assumptions that Celerity is a problematic rune for ADCs, and I personally belive there are better ways to buff Phase Rush than outright removing a rune and adding to the keystone.
