Can we treat non-votes like non-votes instead of no votes?

When a surrender vote FAILS 3-1 that just doesnt seem right, that one person DECIDED not to vote, it the system should notice that instead of treating it like another no vote.

I'd much rather see a vote fail 3-2 or whatever instead of just watching the timer tick down thanks to one person not voting.

I frequently move my vote window off screen because others take too long and it's annoying. Not voting for me doesn't mean I'm OK with yes, but that I'm defaulting NO and the window is annoying.
