I know Blitzcrank isn't really the FotM to hate on right now, but I just think that it's a little unfair that Blitz can just blindly throw out his hook and have no punishment for missing, especially early game. A little animation that would keep him in place for a little bit after missing a hook would be nice. Maybe to compensate his stupid self-slow can be removed.

specifically because it felt awful, now you want it to be used to nerf a champ? Find some other way to nerf Blitzcrank
Thresh is all ready a better Blitzcrank.
The punishment for missing is spending 100 mana for no reason and opening a 16-20 second window where the enemy bot lane can dumpster you or your ADC in an easy trade.
I hate Blitzcrank because of how binary he is, but there's a lot of counterplay available if he misses a hook in the early game.
So he might actually take some risk?

What if Blitz completely lost his hand if he missed and that would increase his cool-down due to producing a new one?
Love both parts of this idea.
His Q has high mana cost early, and a 20 sec cool down. However, to entertain the idea my concern would be ok what about situations where the skill shot hits but doesnt cause a grab? Morgana shield, ez jump, or even the wonderful movement over rides like when a riven or rakan leap prevents a blitz pull. Do I self cc if morgana presses e? Outplaying an ez jump can already put you in a really bad over extended spot especially if you miss. If I self cc because I miss the ezreal e prediction/get cced if I hit him but he e's out, at that point hooking at all is such a gamble that its probably not even worth trying.
How will this affect other hooking champions? Or are they fine since they move towards their hooks?
