Stop over exaggerating the buffs

First of all: yes, riot is trying to change the meta for worlds like they have been doing for the last 6 years. We have been seeing Maokai Zac Galio too and Leblanc orianna mid for the past 6 months, and nobody wants to see that at worlds.

Second of all, as a fizz main, here is what the buffs will do.

2 seconds off the e cd in the early game. You max his e, so by level 9, this doesn't matter. His e mana cost is way too high early game to spam, so it doesn't really affect that point either. IRL, this buff will be a completely negligible .5 second cool down decrease at levels 7-8.

Did he need this buff? Honestly, yeah he needs a small buff. He has a 50% win rate only because people in lower Elos don't know how to deal with assasins, and because he is relatively easy to play. Once you get past diamond, fizz is never seen because oriannas and syndras will force him under tower for the entire laning phase and be more useful late game because ADCS are actually peeled for.

Tl;dr: fizz buffs do almost nothing, and are entirely justified.
