Its hard to climb with fiora because fiora is only viable if the game get around 40 minutes. Its not fun playing fiora anymore in top lane.
To make fiora viable in the jungle role, all you got to do is make vitals appear on jungle monsters.
Isn't she one of the best toplaners right now?
So you want to make it so that she can just afk pve farm until she reaches late game ...
As opposed to out-dueling her opponent, ... you know, .. like a duelist ...

I'm all for Vitals appearing on Large and Epic monsters, but not on Medium and Small monsters.
That might give her a bit too much sustain, as well as really fast clears early game.
Also Fiora is strong top lane what are you talking about.
