People with low ult cooldowns
Yes and no - low cd ults means you get to spam them even more; but if they aren't critical to your champ's success and/or they are already up in time for when you need them (nunu ult - not critical in most cases, irelia ult - how often are you going to need it 10 sec sooner or something like that? probably not often). Ex: 30s cd ult? .8*30=24s. Does shaving off an extra 6s gain you much? If you have repeated fights, sure. But you've already won/lost the fight by time your ult is back up if you just have 1 teamfight. So if you have low cd ult like that AND resets, sure, but if not, then maybe no? Like kayle - unless you 1v1 someone, then fight 15 sec later, you aren't going to make use of lower cd ult because it will still be down even if teamfight lasts awhile.
Just as many champs with super long cd ults (probably stuff like karthas) it might not be worth it because you only get 5% right away and then have to repeatedly use ult to get the rest of the cdr or something (?). Thus it would take too long to get the full cdr benefit of ultimore to really be useful even though you'd be shaving off tons more seconds via cdr than other champs do.

HEY I HEAR YOU LIKE HYPERCHARGE SO WE HYPERCHARGED YOUR HYPERCHARGE SO YOU CAN HYPERCHARGE WHILE YOU HYPERCHARGE
I don't play jayce, so I wouldn't know. However, I don't see people swapping stances that often, so I figured it wouldn't be all that significant. Plus 20% cd on such a low cd spell doesn't really gain you that much. But I'm sure it could be useful in some situations - like swapping back to ranged form immediately after getting off your melee form burst to land a e,q shockblast to finish someone off under their tower.
Even if it's not good, I like your post's humor - so thumbs up.
melee form has increased resistances, also the first auto in melee is empowered.
when swapping forms jayce gains a short movespeed boost too
I'm waiting to see what it does to cases like
and the like who rely so heavily on their ult to do a lot of their heavy work.
The good news is, scary cases like
can't really stack it and will lose something like 30-45 seconds of cooldown over an entire game. That might be an extra ult in the course of things.
Yeah - that's exactly what I was thinking about champs like karth - need too long of a game and need to spam ult on cd to get benefit of cdr - and then you are probably wasting ult at non-critical moment sometimes.
Akali - I see 0 reason why she wouldn't take it. She's already got 3 dashes on fairly low cd - she could almost become a kassadin with ultimore if she uses her shroud to buy some time and doesn't just spam ult unless needed to gapclose.
Yi - yes and no - i don't play him and despise him for how much damage he does to bruisers and tanks without a single armor pen item needed. His ult helps a ton, but he can win without using ult no? Still, much easier with his ult to be sure - plus he can split-push, get a ton of damage down with his ult popped, and probably have it up again to escape if collapsed on. So, I think he's a yes, but I will leave it to yi players to confirm/deny.
Yi can win without an ult but there's a few critical points,
It's one thing in ARURF but thinking in a game of Rift, not having such a gate on cooldown could be scary. With a shorter cd on ult, Yi may now be able to safely use it to push a lane, retreat, and still have it up on the impending teamfight.
Akali (and cases like her) is just scary though... it'll bring her ult cooldown quite low.
The thing is, I don't know if the other rune effects are going to match Ultimore or not. It could be that everyone's super now, and all that, and this won't feel quite so busted in that system (because they will have access to something as big or bigger in threat). It also comes with removal of the old runes so without the stats to back it, maybe different phases of the game will feel odd.
There is still the fact that you must use the ult to attain the reduction, which means it's naturally leaving out outliers with highly short cooldowns who will benefit from other things, and the
of the roster who have cooldowns well over a minute and a half.
Very true - I am not smarter about master yi. TY.
Karthus using it? Not sold he's going to make as much use of it as people think because his ult cd is too long to stack ultimore to full cdr until way way late in the game - where winning 1 fight is enough to end and you won't need a second ult up 40s faster. But maybe just the 5-10% cdr would be enough to make it worth since it does chop off so much time on his ult.
Well that's what I meant, there's also ones on the far end like Karthus who seem like great options but Ultimore demands you use the ult-- so to stack the CDR you may have to use an inopportune ult. Obviously, this is mollified for types like Akali who enter just about every fight with it fully prepped. Karthus wants shorter ult CDs, but he can't just spam it every time it's up because he'll miss opportunities. I'd say anything that goes over 100sec as a base ult CD is going to lose out on Ultimore as a whole.
We'll have to see what it's competing with, like others have said, because for it to be the most substantial boost seems pretty weak. There's gotta be ideas as nasty as this is in the runes, and hopefully these change the game enough that the 20% ult reduction feels less terrifying.
Gotta tell you, I'm not looking forward to Lux Ultimores in ARAM, though, boy howdy...
doesnt akali charge gain not scale with cd, only the casting of the spell itself?
It does scale with cd.
oh, i didnt think it did, thanks for clearing this up for me, i usually stop paying atention to akali items after she gets her hextech so i dont know if she gets cdr XD
Usually they get 1 or 2 cdr items, namely
and
if they're going full AP. Obviously tanks have a buttload of cdr, so.
oh, right, those give cdr, dont they, hahahahaha and i say im a mage secondary, pfft XD
8/10 would use on
if other options arent more opieop
main here. When I saw this I was like "Don't even care what the others are in this slot, im using this"
Yeah -- that's pretty much what I thought when I heard ultimore - I will never be able to move when there is an enemy malz in the game.
lissandra should be on ur list
Done. I missed her lol.
honestly though in order

Anivia can already keep her ult up forever if she has the mana, and how often would you need to toggle it on/off/on/off and have that be critical?
Blitz? Ult is nice, but it's more about your q,e combo - maybe worth - depends on other options.
Corki - rocket spam will make you oom, plus most of your damage isn't from rockets. Also, maybe gives you like 5 extra rockets in a fight? Depending how long it lasts - not sure you wouldn't rather take some other rune/mastery.
Elise - transform goes from 4 sec cdr to 3.2 sec cdr when ultimore fully stacked - not so sure that's what you want to spend your rune/mastery on.
Ezreal - nice, but ult isn't the strongest part of your kit if you are ad. Probably a better option that buffs all ur damage abilities.
Fiora - idk, but I feel unless winning your matchup is entirely ult reliant, it's kinda a waste. You have it up when you want to go all-in anyways most of the time. I mean if you plan to splitpush, ult them when they are shoved to your tower to get some chunk damage, push them back, maybe you'd have it up by the time you hit their tower and could all-in for the kill off having 2 ults in such a short time instead of 1 ult, but otherwise, you don't really make use of it.
GP - more ks - more "helping" teammates without leaving lane - quite possibly worth - have to see all other options to be sure - because most of his damage isn't his ult - it's his barrels.
irelia - similar story to fiora
jayce? see elise explanation - i mean there may be possibilities, but not going to be the strongest option in most cases i feel - still better than elise though
Lucian - kinda like ezreal - maybe worth, maybe not
nid? see jayce and elise
quinn? see anivia - can pretty much ult whenever as far as I understand
Riven - kinda like irelia - might be worth, but might not - often don't need your ult to kill someone and may be better options as well as that you usually have your ult up in time for some all-in duel anyways.
swain? see anivia - totally not worth in probably 97% of cases; always that one instance where if your ult could be toggled back on 1s sooner, you would survive; rest of time... complete waste.
I think it will be pretty good on anyone who relies on ult to engage a fight.
Realistically, it could be good for low or high cd ults. I would say it's good on any champs who have a significant portion of their power tied into their ult. Champs like Sona, Malph and Lux were the first ones that came to mind, but even champs like Taric could find a use for it.
Whether or not it's better than their other options in runes is the more important question, though; you are giving something up to take that ult. It'll take runes release for me to put much stock in the theorycrafting. Right now, we don't even know what all of the options are, and everything is still subject to change.
Yeah - we'll need to see all the options for sure - but from what I've heard as an example alternative, this one sounds way better on certain champs. Low elo, I expect this will be spammed as "broken" "op" on most champs - although some - even champs with long cd initiations won't really need it or make great use of it. Sion for instance. I think he can start a fight w/o lower cd on his ult. He generally has it up when you want to teamfight anyways - being able to force maybe 20s sooner early/mid game isn't probably gamebreaking enough to justify it over some other rune/mastery for him since he can often force fights even without ult. Still, maybe just to hear him roar more often, it's worth?
Unless they are very dependant on their ult or can use it very often, I can't see x champion use it.
I think the best candidate are
.
and
The poit is: What you give up for Ultimore?
Raka and karthas have a problem with this:
You need to use ult repeatedly in order to reach full cdr via ultimore - only get 5% of the 20% right away - karth has to wait way too long for it to probably be worth it and won't reach full cdr until 60+ min into game in some games; meaning he'll have already won or lost. Unless the initial 5% cdr is worth it, it's probably not worth. Similar issue for raka - but also she isn't so ult reliant; more about her basic heal. Cho? Hell yeah he's gonna use it. Nom nom nom nom nom.
don't you get 45% immediately with 15% over 10 casts?
Ultimore
Gain 5% cooldown reduction and maximum cooldown reduction on your ultimate. This increases by 1.5% each time you cast your ultimate. Stacks up to 10 times.

i think you meant 5% immediately with 15% more from stacks.
means you can get up to 60% cooldown reduction on your ultimate, if you get 40% more from items and other sources.
you can increase that to 65% on your ultimate and 45% on your other abilities with the intelligence rune.
** Intelligence** +5% Cooldown Reduction. +5% Max Cooldown Reduction. +5% Summoner Spell Cooldown Reduction. +5% Item Cooldown Reduction. +5% Runes Cooldown Reduction.
this means
can reduce her ultimate cooldown to 17.5 second base at rank 3 and 8.75 seconds when her ult scores a kill.

oh, you meant 45% maximum cooldown reduction gained immediately. yea sorry i misunderstood that.
yea, as i said youll be able to stack that up to 60% with the rune itself, and get another 5% cdr and max cdr with the intelligence rune for a total of 65% max cdr on your ult.
im pretty sure those will usually get picked together. especially since it makes you start out the game with 10% cdr on the ult already, which means you can ult more often from the first time you hit lvl 6 to stack up the ultimore bonus.
Was it a keystone? I can't recall.
The Rune is really only worth it on people with HIGH Cd on their ults,
Having 40-50 secs off(

)
is alot better then having 6-7 secs off (
)
NO.. that's exactly NOT the case - Kick those globabls.. you can get 5 stacks max until the avarge game ends! NOT worth it.

its exactly the opposite mate.
you need to use your ult to get a reduction on its cooldown. it takes 10 stacks get the cooldown low.
if youre only ulting once every 5 minutes, because the thing is on a longass global cooldown and you dont get an opportunity for a good ult a lot, then whats the point of taking this mastery when you have it fully charged at 50 minutes?
every champion with a short to medium base cooldown on his ult will charge it incredibly fast.
this means champions like
etc. will benefit the most of it.
especially the mages might have it charged around 30 minutes which allows them to possibly use their ult twice in a teamfight.
: so me having NEARLY infinite blinks (ult) onto the enemy is NOT valuable? Lol, you are so cute.

also, no
?
if he gets a couple resets going during midgame skirmishes, that keystone would pay off big time for him.
See, I thought about darius taking it, but he gets resets on kills with his ult anyways - which kinda makes it pointless I would think. Plus if he fails to execute with an ult, it's not like ultimore would get him the ult back for the rest of that fight. So unless he's going to split-push and grab a kill 1v1, then teamfight say 20s later, there's probably not a point to it; none that I can see anyways.

it would drastically decrease the base cooldown on his ult and guarantee its going to be up for every fight, even when he misses the execute.
he could reduce the rank 3 cooldown down to 28 seconds.
Depends which smaller masteries come with it. I'll gladly take it on Tryndamere, but if the rest of the masteries are for tanky champions, there's no point in taking it.

you can always get resolve runes from your secondary path. though i agree.
I really want to say
but he would be lucky to get even 3 stacks on it before the game ends :)
Yeah, I guess all the Karthus pro's can let us know if it's worth or not.
Everyone
IMO the pool of actual users will be ALOT smaller.
First of all Globals: Spells with 2 Minute+ CD might sound cool at first, but you'd need 20 Minutes AFTER getting 6 to get the full effect and only if you Ult whenever available.
Than Assassins, while reliant on Ult - at the phase at the game where it matters - around 6 Ultimores effect will be quite samll, any available DMG runes will be prefered.
The only ones that will use it - assuming the numbers are balanced - will be those who are known for their Ult right now:
+ Basicly ALL Supports.
This is why I said CONTENDERS - as in "potential users". Obviously there may be a better rune/mastery thing for many of them. Kinda depends on what other ones they take too - for synergy. And I'd actually argue BOTH extremes will not be as likely to take it because: if your ult cd is really really low, you either get to spam it anyways or the cd won't be enough to use twice in a fight anyways and would still be back up by the time you want it again - even without ultimore. Or, as you point out, the spell will never get stacked up to full cdr because you have to wait way too long.
Going for that AP
build.
