if death lazer becomes too hard to hit on champs simply increase the damage it deals so when it does hit it hits hard.

ziggs needs to use 2 spells and wont always clear the entire wave viktor only needs 1 spell and it always clears the entire wave after its upgrade.
luckmallory1 votesMayne for a regular wave but ziggs is 10x better at pushing against baron buff and super minions. Viktor can't hold a candle to him. Also ziggs waveclear is on a much lower cooldown meaning he can clear a wave with an ability and still harrass you with it right after.

Viktor is a medium range burst mage. He's not a control mage or a poke mage. He can't fill any mage niche. He's just really good at doing what he does. Also you might as well be saying why eat an apple when you can eat an orange with that Ziggs/Viktor comparison.
