randuins reducing anivia E damage and infinity edge

As you may or may not know, it recently came to light that Randuin's Omen reduces Anivia's E damage when it "crits" (empowered by her q or r) A rioter came here and said it was working as intended. Many board goers said "no it isn't" and the thread was never visited again. Just now I tried IE on Anivia in a custom. Testing qe damage first without IE then with IE. The damage remained the same. SO now we must deduce that something isn't working as intended. Just thought I'd share.
