I don't understand how Aarox is the biggest rework yet?

When Riot announced that they will rework Aatrox they said it will be the biggest rework up to date. It was mentioned later on as well. Now looking at new Aatrox I don't really see why? It's now bigger than let's say Poppy or Galio. What's so special here?

They said that because originally, it was meant to be a purely gameplay rework, like with Graves or Xin Zhao, rather than a VGU like Poppy or Sion. However, in development they decided his model and voiceover needed changes to fit the rework, so it ended up becoming a VGU anyway.
