Small changes to base AD are common for junglers, as 3-5 ad can actually have effects on their clear, but .3 ad per level lost doesn't even hit a point where it evens out with graves' changes until level 9, where realistically your ability to clear should already be well established. Your early clears on xin are going to see almost no changes as at all, with -1 ad at level 3, and -2 ad at level 6. -6 AD total can actually be significant, but at level 18, it really isn't in the slightest.

Graves will probably drop to A Tier.

Xin Zhao is still going to be Xin Zhao.

0.3 AD Per level is an absolute joke.

Xin Zhao is an early game jungler, AD per level nerfs hurt a champion's scaling more than anything.

He needed a proper base AD nerf or a Base AS nerf not a 0.3 AD per level placebo nerf.

As I said above it's 0.3 x 18 = 5.4 AD lost at level 18.
