So I decided to diversify the champions for support. For Hecarim, does his ult still have a fear effect on enemy champion? I have tried it on Coop vs AI but the effect is not applied (or I just did not see it happen behind the visual effects).

Ask yourself this, what does Hecarim provide that 
does every 15 or so seconds.
Sona and bard are meta supports, while hecarim is assuredly not.
He has basically no utility beyond his e's ability to knockback (which in practice would probably be in the wrong direction more often than not). His ult does fear around where where he stops during his ult, but a 1 second fear on a long cooldown doesn't seem very strong compared to more conventional tanky supports.
