So...can we address Veigar's early game yet?
Veigar is meant to be a late game champ. We all know that feel of getting ulted while you have 2500 Hp and losing it all. This is fine. However, due to his kit, Veigar is quickly becoming a great early game champion as well. A few points to look at.

He can farm and poke very safely with Q and W.

If he gets a small advantage in lane, his damage quickly becomes very difficult to play against.

He is almost impossible to gank, not only because of his high AoE burst damage, but also the fact that his E basically has to be flashed if you want to chase him.

His R is lower cooldown than most ultimates early, which I feel is unjustified due to the insane 100-0 potential.

Speaking of Veigar's E, not only can it be used to stop ganks, it can also be used to enable them. If you are caught in Veigar's E when he gets a gank, you are either going to use flash or die no matter where you are in lane.
I feel that together, these things make Veigar's early game much better than intended/perceived. I can think of a few ways around this problem, but personally I suggest that the cooldown on Veigar's E and R be increased early game, and that his flat damage be decreased while increasing his scaling/ratios. I feel that this would make Veigar a more enjoyable and healthy champion with a clear goal: survive until late game while farming as much as possible.
