Have one patch where all you do is buff champs. It seems crazy, but bringing old champs on the same level as newer champs is a great idea. It makes every champ feel viable for a short amount of time. Do this for April 1st and reset it, I don't care. Just make every champ feel a part of something bigger than, oh you counter this with this and this is Op and stuff like that.

Buffing is one of the worst ways to balance the game. It works if you're doing it for one or two champions, but an entire patch of buffs would very likely be a disaster.
