Black Cleaver is on the radar for a Nerf because ADC - Long Ranged champions abuse it.
To be honest, I have no idea how Lucian utilizes a MELEE AXE in his build pew-pewing lasers.
Instead of Nerfing the Item, and thus indirectly nerfing everyone else, how about we change the Cleaver to:
MELEE CHAMPION ONLY.
Bam. Solved! Lucian doesn't need to be nerfed anymore.
