What champions do you think need a rework, but nobody talks about?

I'm making this thread because there is one champion in particular that's really been bugging me: Ziggs.

For nearly two years now, there has not been a single situation where Ziggs has been the correct choice. In any game. Ever. He is completely outclassed by Lux, Xerath, Vel'Koz and even Viktor in practically every area. The only area he shines is semi-global waveclear, but that's partially negated by the now-viable Banner of Command. His teamfighting is garbage compared to Lux, Vel and Viktor, his single-wave waveclear is bad compared to Vel, Xerath and especially Viktor, his poke is trash compared to Lux and Xerath, and the list goes on. List any reason to pick Ziggs and there is a champion you should be picking instead. I just can't see Ziggs being viable without a rework or other sweeping changes, but Riot isn't even looking at him seriously in the upcoming rework and from the comments I was looking at, very few players singled him out either. And it's a shame, because Ziggs has a cool thematic and two of the coolest skins in the game (Pool Party and Archmage).

What are your thoughts? Any other champions that are being ignored by everyone but need help or big changes?
