E - Toxic Shot BUGFIX Fixed a bug causing Toxic Shot’s poison to count as ability hits for the purposes of effects like Thunderlord’s Decree

I mean, every other character that has a poison can proc Thunderlords off of it. Why stealth nerf Teemo and label it as a bug fix? That makes no sense, just say you're nerfing him instead of beating around the bush.

It triggered a lot of other stuff - like Spellthief, Cull etc etc etc. It's not only about Thunderlord

Lol, it's not a stealth nerf. It never happened in the past and finally popped up after a recent patch. Looked like a clear bug, was quickly confirmed a clear bug and now it's being fixed. They were transparent from start to finish, therefore no stealth of any kind.

No passive skill can proc spell effects (including TLD) unless:

It can only be applied by an active skill (i.e.: Lux and Brand passives).
It has a resource cost (i.e.: Bard Meeps)
The related skill has an active component (i.e.: Fizz W, Aurelion Sol W).

Darius's passive doesn't apply spell effects because his basic attacks apply it.
Teemo's Toxic Shot and Lulu's Pix don't apply spell effects because they are pure passive effects.
