Because people that know how to play them keep playing them. Playrate and winrate means nothing if 90% of the games are people who have played 100+ games with them.

Ahri was always like that. Over 3/4ths the people playing her pre-nerf had over 100 games on her. Which is why her winrate was so high. Now, all they had to do was play her the same. Nothing changed except for some small ratios.

Caitlyn's nerf was to her Hurricane Synnergy. That's what made her go over the line TBH. People complained about her headshot damage and her traps. Her headshot freqency was severely reduced now thanks to the lack of synnergy with Runanns.

Just because something is the best, doesn't mean it's broken. All Ahri's counters aren't in the meta right now. Veigar, Brand, and even Heimer are reasonable counters to Ahri. They're not in the meta.
