Very simple. It does counterplay everything in the game other than perhaps irelia and Olaf. It's an universal form of counterplay. And also it doesn't affect each champion the same way, ccing a katarina correctly or a squishy (non bruiser) yasuo shits on them. Nasus doesn't give too many fucks about your cc. CCing aatrox and he can't lifesteal. Gankplank doesn't give too many shits about it too. And you can cc yasuo before he can start dealing damage, good luck ccing rengar during his jump if your ping doesn't look like something around 20.

I said perhaps both of them because the CC ignore is extremely conditional. You misread my post. Only olaf's is a true one and has a cooldown and doesn't lasts for 10 years neither.

Actually, Nasus gives a moderate amount of fucks about CC. It's the reason he can't just roll over the enemy carries in a teamfight.

That contributes to my point. The fact that cc doesn't affect everybody the same way makes it even more of a counter.
