Jayce Q (hammer) should apply on-hit's?

I thought about it and it makes sense - this ability is actually quite risky to use (you put yourself in danger, and you're not a tank) but the dmg for it seems to be lacking a bit (tiny bit), Jayce is an awesome and versatile champion - ability to use items to their full potential imo fit's his concept perfectly. Any thoughts? EDIT - ofc i'm talking about the primary target, not the secondary ones
