"Reduce the amount of feast/famine that Skarner can experience"

This is what riot wanted to do to skarner before they reworked him and removed his perma slow and stuff. Now with the new changes isn't skarner gonna be exactly that? When you are ahead jack all the shrines and wrek. If you are behind, all your shrines get jacked and you get wrek8. ...Well why am I writing this anyway. riots balancing team knows whats "best" so they will just release this rework no matter what people say and pretend like nothing happened.

well, no, they removed his permaslow because there was basically nothing you could do once he got in range to apply it, leaving them with few options besides leaving his kit in a subpar state.

Then they lowballed the shit out of all his stats so rework #1 was a bust.

Rework #2 better but they never actually pulled those levers to get him into solidarity with lee/etc dominating the jungle at the time.

This time they're giving him a somewhat more reliable stun and a big pile of damage with the new items. Unsure if that'll do the trick. Kinda dislike items as a balance factor for junglers because riot hates giving junglers the money they need to buy any.

Not to mention that if items are what it takes to bring a champion to a balanced state, there's usually already other champions that will utilize the items better and outclass said champion with which the items were relied on to bring back into legitimacy.

I agree the permaslow was bad and removing it was fine. I'm pointing out the irony in the fact that riot stated they didnt want skarner to be a feast or famine champ, and that is exactly what they are doing right now. I'm not saying if he is OP or UP that is yet to be decided
