Looks like she won't be building 40% unless she gets Ionian boots or some AD item that grants the extra 10% cdr. I know that new passive on Essence Reaver is there to makeup for the lost attack speed from the attack speed boots and conditionally the 10% cdr, but it would be really cool to get 40% cdr with the extra 20% cdr from the new passive.

She requires crit for her W, but she needs the mana back so ER is also mandatory. 60% crit isn't good enough so she needs to go for the 100% off three crit items of two Zeal and IE. This means that she either gets ER Cleaver for 40% or at most she gets 30% with Deaths Dance and has no armor pen. Either way this may be a net nerf, unless her W procs the true damage from IE.

This new essence reaver wil give her a shit ton of attack speed after she uses R; also, with her bonus attack speed with R+W she will instantly delete that team. Not just that the new I.E will make her crits do true dmg. so after she uses w she will leave bruises on their team. Her new core build would be
E.R+Rapid Fire + I.E + Phantom + B.T + Boots/ another crit item = OP
Anyone who uses attack speed will be buffed immensely like sivir or xayah.
