CDR is too common now

Lets say im playing a bruiser. My first item would be item 3071. Then im laning against an ap so gotta get some resistance item 3065 . Mid game comes and teamfights happen so item 3025 is pretty good for the slow and armor. Plus i want some sustain so ill get item 3812 . My last item i choose to get item 3083 cause i roam a lot.

With item 3071 item 3065 item 3025 item 3812 item 3083 i now have 70% cdr. This shouldnt happen. Players shouldnt be discouraged to buy items because they might get "too much stats". In fact it should be a struggle to reach 40% cdr, not somehow accidentally reaching 70% cdr.

My proposed change:

All mid tier items now only grant 5% cdr. item 3067 item 3114 item 3311 item 3024 item 3108 item 3108 item 3133 item 3101

All final items have their cdr reduced to 10%. item 3110 item 3025 item 3115 item 3508 item 3071 item 3078

item 3173 maintains its 10% cdr but price increased to 1100

AP items item 3285 item 3003 item 3040 item 3030 have their cdr reduced to 5% but maintain the 10% cdr from haste (15% total)

Runes with cdr remain unchanged.

Simple solution, use transendence to enjoy the extra adaptive stat.

CDR is everywhere because then Riot can balance certain champions under the assumption that they'll have roughly a certain amount of CDR at certain times, for consistent and predictable CDs.

Simple solution, Raise all base cooldowns in the game as well as the maximum % of cooldown we can utilize.

Most champs are ok with capped cdr, however a few are aren't and can be adjusted individually
