You're absolutely correct.
I've played the game since about early-middle season 3. I've never seen an iteration of the jungle where so much pressure was put on you to clear your camps. As a result, not a lot of tanks have potential in the jungle.
Camps mean SO much right now. The really low respawn rate combined with all the gold and XP they're worth make them mini objectives in and of themselves. If you can't farm, you're gonna fall behind. Hope your ganks are good!
As a result of all this, Hecarim, Lee, Vi, Shyvana, and others are just dominating high elo. These champs are all Great to Reasonable at ganking (Shyvana being the worst ofc) but they farm the jungle extremely fast. They can then go fight the other jungler in their jungle as well, zoning them off of camps.
I don't believe that this kind of jungle was the way to go, and it's made carrying from the jungle extremely easy. It's WAY too easy to gank a lvl 4 bottom lane as a lvl 6 jungler with some kind of strong ult and a good amount of items now. Lee Sin is just brain dead compared to the artful and skill based champ he used to be. Q, Q in, then R, and they're at 10% health.
I believe that the amount of EXP the jungle gives at levels beyond 3 should be decreased. Junglers shouldn't keep up with solo laners because they have the element of surprise. They're constantly roaming. I liked the Season 3-4 style, where camps were easy as hell, but the focus was on pathing and pressure. You could actually make up interesting paths in order to gank a lane at a specific time then. Now, not only is that not the case, it's probably not optimal either. Just farm the jungle.
