Never mind half the cast can out run his ult. but all the dashs in the game (which are way quicker btw) mean you can never stick to almost anyone and the ones you can (juggernauts) will stat check you if you do get near them anyway.

Yi is a sustained damage dealer in a world where one CC you're dead and burst, he has to get in melee range and stay there if you build tankish you cant do damage the extra damge from feveor is gone and if you go full crit/onhit with one tank item you'll insta die anyway
