Can't Turn Filter off

Since the new client the only issue I've ever had is the filter, its always on and no matter what I do it won't turn off that's including a fresh install. If anyone knows if there's anyway around to fix it though, that would be great! I did wait assuming this was a wide spread issue but I guess its just me?
