Why is duskblade being ignored by the balance team?

I just got out of a game that was 4v5 and the enemy zed was able to win it for them SIMPLY because he had this item.

On top of that I am seeing all AD champs build this item now, including ADC's.

Why is this item allowed to sneak by the balance teams and not being addressed. Like come on.
