@Riot, thoughts on the current state of the Last Whisper items?

The current, useless state of Grievous Wounds has forced you to nerf Soraka instead of encouraging counter-itemization, which thus makes Mortal Reminder one of the least bought items in the game. Lord Domino's Pizza is significantly stronger than Mortal Reminder, but only because of its passive, and even then, only against tanks. 45% bonus pen still isn't very useful against tanks; it's the passive that's useful. Meanwhile, Mortal Reminder has the worst of both.

I remember Riot said that the LW upgrades would need to penetrate 70% bonus armor just to match the old 35% total armor penetration value (not a direct quote but close)

LW is a situational item, which I suppose was the aim, but it's just TOO situational - basically only when both Rammus and Malphite are in a single game I would consider grabbing it. Flat pen is abundant and more effective at killing your primary targets (the enemy team's damage dealers)

I feel like it wouldn't go overboard if both items were buffed by 5% extra bonus penetration. But that still leaves Mortal Reminder in a weak spot, and that's only because Grievous Wounds is in an utterly shit state.
