Have I gotten better or have the standards just fallen?

My aspiration in S2 was Victorious Janna which I did not achieve. Nor in S3. I am poised to get Victorious Morg this season and I was so happy to get G4 in June. But out of curiosity, I looked back at elo and reminded myself that Bronze was the top 25% in S1, and Silver was better than a lot of players. I got 1400 elo in S2, and OP.GG says I have about 1650. Now, that would be the end of that for me, but I have no idea if there's significant eloflation.

Did I get better at the game or did the bar just get lowered?

Bar was lowered. In NA, S5 actually has the highest concentration of players in ranking as of right now.

And trust me, people in the low Silvers are no better than Bronzies. They just have some semblance of mechanical skill to make up for their poor builds.

What happened is exactly what fantasy sniper described.

They changed the way it works entirely,

With Bronze and Silver being the largest two brackets, the vast majority of players that would be less than 1400 ELO in S1 and 2 would be in Silver and Bronze right now. Gold 1 is the middle of the pack players, the average not good and not bad.

Dont get me wrong, every single tier, with the exception of Challenger, has its stupid derps, i know alot of plat players who deal with stupid people on a regular basis, so don't expect a massive difference between Tiers. It will only get less frequent, if slightly.

The Bar got lowered in appearance, but in reality is the same. But don't tell the bronzies and low silver people (like me D:)! We need the ego boost!
