Question about the Jinx Nerf on the PBE

Jinx

Super Mega Death Rocket (R) minimum damage decreased to 25/35/45 from 125/175/225
Super Mega Death Rocket (R) minimum AD ratio reduced to .1 bonus AD from .5  bonus AD 

    [Note: Remember that Jinx's R damage increases over the first second it travels. The Maximum damage (meaning it now ramps faster) and the % damage equal to missing health is unchanged]

Will the minimum damage decrease only matter if you're trying to hit somebody point blank with it (which isnt a good idea in most cases anyways)

Yes; it still ramps up to the same max damage after 1 second, but now it's point blank range firing is eh.

It's about 1500 range, or maybe half the length of the lane. It's a pretty big close range nerf.
