An issue for new players, account leveling up and other things

So I made a new account specifically to play a different pool of champions, but I am having a really hard time leveling up the account and winning basic blind pick games. But here I wanted to discuss some of the issues with low level games and new players of league.

But the issues are as follow:

• New players to the game, are finding it hard to play the game due to the amount of people that are smurfing in low level games. I even heard that some of the smurfs are people that got banned from their main account, I know that this is true because some of these smurfs admitted this in chat upon asking them.

• New players are restricted to blind pick where they are bound to face EVERY GAME, and from their point of view they don't know how to play around those champions. If they were able to pick Draft Pick on the other hand (restricted if you don't own 20 champions) they could atleast ban them and learn the game at their comfortable pace.

• From my point of view I am struggling to level up my account due to as I said before amount of smurfs that are in the game, the amount of people that afk after being killed on my team, or a new player being outplayed by a platinum katarina one trick.

• The communication in low level normal games is horrible, this one game I called ADC. No one called sup yet, and I changed my mind (I didn't lock in ADC champ yet) and called out support. Soon after Ashe locks in I assumed ADC, and we get into the game and she had bought a support item and begins to blame me for stealing her role when she didn't read the chat. At that point everyone on the team was kind of blaming Ashe and then soon after each other, I decided to stay quiet because I just felt kind of sad for what ever reason.

• I always get matched with the most toxic players I have ever encoutered before, even on my main account I never came across players this toxic. So far on this account I been told these things...

"kys" "f#ck you" "suck my di#k"

and many other things, that I don't really remember now. During one of my games, enemy illaoi after the end of the game called my team-mate Yasuo an "isis c#nt".

I never seen this game this toxic before. What happened to League of Legends?
