Allow a "never match with" list but allow for "matches against".

Alot of people say that a block list that disallows you from being matched with players that you've blocked can be abused. Agreed, even though I'd like such a system to be implemented.

However, it would NOT be open for abuse if the system allows you to be matched AGAINST people you've blocked, just not put them on your team. This is not abusable since enemy team composition is essentially unchanged from live. All that changes is that people on your block list is not available to be placed on your team.

This can't be abused by say, blocking everyone below you, since there's always going to be someone worse than you. It can't be abused by blocking those above you, since blocking those above you means that your team is just worse on average.

Blocking everyone you think is worse than you would theoretically mean the opposing side has a higher chance of getting people worse than those on your side. Saying it doesn't change matchmaking is false (if it was true, then it wouldn't do anything).

This is purely a numbers game though. Blacklisting people anywhere under high diamond is nearly 100% useless because you have almost no chance of seeing them twice even without that feature. The people that do see each other often (because of low concurrent players in the elo range) can screw up matchmaking with it.

My opposing proposition is that reporting a player prevents you from being matched with them within 5 minutes. Most of the time that someone sees the same person twice it's because they both hit "Play Again" and were put in the same queue at the same time. If either of them waits a minute then they get separated in the queue easily.

Try to abuse that by reporting and your reports will end up meaning nothing.
