That's because Lissandra goes the extra step and freezes you in place, slows are for weaklings :p

I still think it would be nice if she could slow all enemies hit with Q though, but that means reworking her passive's functionality which, speaking as as a Liss main myself, I don't think anyone minds.

Yeah I'm not too in a rush for a reworked passive either, the ult heal was amazing and to this day is enough to satisfy me....to some extent. I just wish I had something that felt impactful post RoA in games, as at that point I don't really care about mana anymore.

League has a different way of describing assassin but the way Im trying to put it as, someone who can destroy someone in just a second or two (mainly to kill the AD carry)

He's an AoE burst mage. His only real asset beyond damage is a one second stun which is...cool, I guess, but not the most useful, and the Rylai's slow, which is actually pretty sweet, but its not AurelionSol like Azir he's Karthus the Evelynn only Viktor champion Taliyah that Fiddlesticks can Malzahar build Rumble a Cassiopeia Rylai's Mordekaiser well.

Like I said early on brand is broken, he has a really good skill of keeping people away from him and stunned, and killing them in a second.

Where did you even get that Lissandra's strength was slowing people? She has an AOE root and a point and click stun for a reason.

True story, the inherent slow on the spell does not stack with Rylai's. Rylais will only add a slow to his basic abilities.

Rylai's is annoying to an extent and he arguably only buys it for the stats since the slow gets overode by his ult's 60% (?!) slow that honestly has no place being on that ability since it makes it impossible to break the chains without any form of quick gap closer.

it was 35% on singletarget rather than 40%, and more importantly aoe has been increased to 40% from 15%, and dot slow has been increased to 20% from 15%

Brand with rylai will make you burn flash or get oneshotted, is easy when you E a target, since is a single target the slow is insane and long, and you have enough time to use all ur combo in ult if there is minions a GG ^^. and if you buy item 3151 BURN TO DEATH!

lissandra have a different kind of dmg is all AoE Dmg so you can burst and lockdown many targets at once and let your team clean up.

I can't for the life of me remember how it was before they tweaked it but I don't think it was as overall strong as it is now. It just feels like it covers weaknesses and empowers strengths a little too well for one item. It's too good at kiting and being a death sentence for the enemy at the same time imo.
