How about no. Main reason items are avalible on alternate maps is to address the balance issues those maps have.

ARAM heavily favors mages due to how useful heavy AoE is in perpetual 5v5 fights and how useful poke is in that scinario, so is avalible to specifically deal with that for low-range/tanky champions otherwise at a pretty big dissadvantage.

In Treelines, the omni-present dueling, ganking, and 1v1 fights heavily favors the alternative play style: favoring strong 1v1 champions while leaving AoE/team-fight centric champions at a big disadvantage, so you have items like to offset this weakness and allow AP's to be quite useful. The constant aggression from minute 1 in Treelines/Dominion also puts late-game champions reliant on low-interaction farm lanes at a pretty big dissadvantage, so there's to allow a much smoother progression to 1st major item power-spikes rather than being useless for the 1st half of the game and loosing because you lost to much ground.

The more items the better, and these are good.

Most of those items aren't just good, they're blatantly OP so they can specifically deal with certain omni-present weaknesses of various champion archetypes.

You'd generally be killing item diversity by adding such items, as they're better than a wide range of alternatives.
