Severe changes to Rumble.

So...Those changes on the PBE seem pretty severe. Super weird in my opinion.

I'd say they are all nerfs, and they really are even with the slight buff to Q's damage, but I guess Riot will consider them adjustments.

I don't say it's uncalled for to change his kit in some way, but I always thought the way to do it is make him do less damage and more tanky, not do slightly more damage, less often, less reliably, being less tanky.

Idk, I just think it's a whole lot of changes at the same time.
