I don't think they are Vanguard just because of the fact that they can duel alot of champions, a good Galio and Gragas can duel a Yasuo, Fiora, Riven when they are ahead. The only difference why they can't duel super well if the teams are even is because of Cooldown and itemization.

Jbels2 votesThat's a pretty loaded question. There are many tanks that can duel. Sion is a pretty amazing duelist early on, and Malphite can beat people up with his AS slow and Grasp. Galio is definitely a tank. Being strong in the 1v1 isn't really indicative of being a juggernaut. Same goes for Graggy

The think with Galio and Gragas is that they can build full offense early game and build tanks item in the late game just like all the juggernaut rushing black cleaver. They way they duel is quite interesting because they poke with their only range abilities and then go in for the kills.
