Q giving two procs is a bug.
Second of all, only 20% of Vayne's damage historically has come from her true damage bolts. Most of her damage is from her AD and critting autos. Which are getting nerfed.
Riot is trying to push her towards sustained damage more than burst, and the heal is meant to give her something to survive when she enters fights that she cannot finish as fast as she used to. Now whether this is a good idea or not I cannot say.

rageblade applys on hit effects twice at max stacks, thats why i said W after 2 AAs.
