Yes, and only Jhin buys multiple IEs. Also, IEs give crit. Generally speaking, not all of marksmen do the same thing because they need the attack speed to kite and do DPS. The way Jhin differs from other ADCs is that he doesn't scale with attack speed. Btw, the four IEs build is just pure stupid and require a shit load of money. There is another better build that people are adopting on Jhin:

That build will actually be better for him once the ER changes come it. The Pickaxe is getting replaced with BF, so Jhin will like the extra 15 AD (40) vs the 25 from Pickaxe.

Sivir is really good with raw ad, I go item 3508 , item 3031 , item 3046 , item 3006 , item 3142 . She doesn’t scale as well with attack speed because her q has good scaling with ad and her w is only three attacks. Her ult passive gives her attack speed
