Can guardian not activate on jungle camp's damage?

How has this not been changed?

I have to give awkward and ineffective leashes whenever I take this as support because I don't want to blow my keystone's high ass cool down on some jg creep's damage.

How has this glaring issue not been brought up before or fixed?
