I think it originally served as a means of preventing melee champions, like Darius or Garen, from rushing their opponent in lane too easily and bullying them too hard. The game's changed a lot, though, and not only do we have clearer, healthier ways to deal with lane bullies, we also have a ton of champions, lane bullies included, who make creep block mostly irrelevant due to their dashes taking them exactly where they want to go. Creep block is also the reason why so many champions need unit collision removal on their kits, and I feel the mechanic right now is causing far more issues than any kind of positive effect on the game. Perhaps once Garen and Darius get changed, we may see changes to creep block as well, and hopefully its eventual removal.

It's so people like Olaf, Mordekaiser, Garen, Trundle, Yorick, Volibear, Udyr, Singed, Sion, Evelynn can't come barrelling at you

If it was in any way whatsoever reliable, it would.

As is stands now, it just so happens from time to time and screws you.

Part of the reason for it may be so you can't stand directly on top of your own minion to block last hits (or at least not as easily/safely). Then again, I could be entirely wrong, and they included it simply for the glory of Teemo!!!
