2 ideas for new SS/CC to help alleviate extreme chase comps and counter mobility

After seeing the possibly new "Grounded" CC that may be released with Cass (Seems like a phenomenal idea which should be added to lots more champs), I thought that perhaps you guys should add a new SS/CC to the game.

Primarily these are SS, but obviously could fit in as CC with certain champs to help them actually break away from the numerous enemies they can't escape.

First is Addle. Target enemy champion loses all CDR and move speed buffs (from non-boot boosts, meaning Berserker Greaves still get the buff, but having item 3087 will do nothing for you.) for 1.5-2 seconds. It doesn't seem like much, but I feel like this would help so many champs to help break away during pursuits from champs like Lucian. This would also remove those pesky "Transfer one stat to CDR" like Azir or Yasuo.

Second is Sap. Target enemy champion loses 15% of their highest stat for 1.5-2 seconds. This is for AD/AP/MR/Armor only. Crit, Armor/Magic pen, move speed, attack speed, and the like aren't affected. The kicker is you gain 1/3 of the amount drained for 4 seconds. (So 5% of whatever stat you drained, you get.) The reason for the highest stat is so that smart people won't Sap a Draven when they're playing Syndra (Have fun with that AD)

Quite obviously, times, and strength of abilities, are up for debate and/or changes. I'm simply putting them out there. I don't know what the CDs would be, but I'm assuming not too long on Addle, and fairly long on Sap.

Uh, 1/3 is not 5%. 1/3 is 33%.
