Can riot add a skin selection screen outside of choosing champion please?

Im tired of having to dodge a game just to lock a skin onto a champ... Why have champ selection the only place where you can lock a skin onto a champ? Seems like we could improve queue times to some degree and have another awesome feature for our client and it would coincide with the recent changes to build setup screen, rune screen. I mean, we even have a skin viewer but we cant select the skin we want to use in game?! Why?! :'(
