He seems to be OP as f--- because once he gets 
he has endless ranged spam and harass and sustain. Then he builds tank and does deceptively strong damage while being unkillable. Oh and hes also immune to skillshots.
So is this just a meme or...?

Ralanr2 votesIt's because outside of lane he offers nothing and because of his harass he becomes incredibly obnoxious to lane against if he's "strong". Hence why his numbers are kept low (or high for mana) so he never becomes FOTM. There's actually a very good reason why he isn't in the monthly rotation.
