Any melee bruiser who basically abuse the current Essence Reaver when they are super ahead.

you realize they literally did this exactly so fighters can use this item well? shojin is not an adc item.
since essence reaver is getting reverted to being a crit item, theyre adding the passive back in form of a fighter item for the champions who are currently using it (which are mostly fighters).

They intend this item to be attractive to the people "abusing" the current Essence Reaver. That's why they're making the split. They're giving crit ADCs their mana sustain item back and letting bruisers have the the Essence Flare effect.
Honestly, I could see myself building this on quite a few ADCs. Lucian comes to mind.
