Sure they may not be overpowered or completely game breaking, or hell even super powerful. But the man apparently excels at making lane phase miserable for the people playing against his champions.

I read exactly what you typed fam, absorbed it, and I disagree with what little logic you put forth to your arguement.
She has only 2 abilities that she can readily or reasonably use, one of which either she has to use a sum, you have to, or she has to take one from a balloon drop, which obviously means she'll have to risk being caught out of position.
She doesnt break the game, shes just annoying and hurts a lot, but her damage is very unreliable if A) the people she's fighting position properly and B) the enemy team picks around her to specifically counter her.
Ironically, Yasuo is one of her counters since even if he's hit with the drowsy spell, he can windwall towards the end of it and prevent her from getting an easy shot in.
There are a lot of champions that straight up outclass her in many ways, even damage. She hurts, I will admit that, her damage is insane sometimes, but that damage has to be so meticulously set up, that in higher play she suffers. This is where her winrate comes from, and most if not all of champion balance decisions are made via high elo data.
I'll agree with you on how annoying she is to fight, but really, gamebreaking is a hyperbole, and you really didn't make it seem like a joke.

Win rate means VERY little when it comes to very high skill ceiling champions. Think Azir, who had a 42% win rate or something in solo queue yet was a pick or ban and super dominant in pro play because they could reach near his skill ceiling with him. Most players, who aren't as good, can't.
The skill it takes to play zoe compared to someone like rammus or yi; you could both be in platinum but the rammus or yi takes the skill of a gold or silver for mechanics at that level while a zoe would take the skill of a diamond to reach that same level
