@RIOT, IS IT FAIR TO NOT GIVE PEOPLE THEIR RANKED REWARDS BECAUSE THEY WERE BANNED FOR ANY REASON?

Just found out on the PBE that anyone who was banned in pretty much any form will not get their ranked rewards. Now, I WAS BANNED, but only once since I've first played League. Since that ban I have not gotten mad in games, I don't say toxic things like I use to. So now, months after that ban, I don't get my victorious skin or banner because of something I did MONTHS AGO AND ALREADY PAID FOR WITH BEING BANNED?! How is that fair Riot? You're bull sh*ting a lot of people, especially cause NO ONE KNEW THEY WOULDNT GET THEIR SKIN/BORDER IF THEY WERE BANNED. I understand if they were a REALLY toxic person who was always warned/chat banned/ banned. But ANY BAN?! REALLY?! "pretty much on point with how I feel about it.

I'm really upset about this, and not just for myself. I have friends who have also been toxic but have changed and they see now that they deserved the ban. So tell me this Riot, is it right to throw someone in jail for years, let him out seeing he has changed, then throw him back in just to remind him of what he did? It's the same damn idea.
