Improve that Miss Fortune strut

So this is the second time i'm posting this, because I really do think that she needs a little bit of attention.

She is one of the few champions that gets contant buffs but still isn't a strong pick for a team. Many reasons puts her behind :

Miss Fortune's has to hit several times in order to ramp up her damage unlike many other marksmans that can burst do a quickburst and get to safety. I don't mind this, because she is the tankiest marksman in the game. But also, she deals a blend of magic and physical damage.

Miss Fortune's only mean of getting near a champion is with her passive Strut. It provides a 70 movespeed which is fantastic.

The problem is how easy it is to cancel that passive with a single attack. Then, she can't catch up any champions or run away. She can't snowball like Jinx or Tristana. But that doesn't mean that she isn't a strong dueler.

With all that said, shouldn't her passive get a little rework? There are so much ways to improve that passive. Here are some suggestions... I'm pretty sure that i'm not the only one who thought of that.

  • Reduce the cooldown of strut to 4/3/2 At level 6/11/16 Like Evelynn's passive

  • Strut isn't affected by minor minions damage like Teemo's passive

  • Hitting a champion with an attack or ability helps recover her passive's by ''X'' amount. It would make her E and R absolutly fantastic and actually more rewarding

  • Isn't affected by abilities that doesn't actually do damage such as Lulu's whimsy, Fiddlestick's fear, Elise's Cocoon.

  • Increase the strut movement speed bonus by ''X'' amount on level 6/11/16 or per level like Tristana's range

  • At level ''X'' Miss Fortune's movement speed passive can't go below 25

  • Strut scales with Miss Fortune's attack speed or damage or AP by ''X'' amount. Base strut amount would be reduced if this would occur.

Wow, i'm asking for so much! Much comments, such appreciated

I'm a bit iffy about buffing her. She's not Olaf bad; she's just barely under that bar of "viable" which not only can change at a moment's notice but is a critical threshold. Critical thresholds mean that in the long rung, something below X is ignored or destined to die off while being greater than X means its destined to eclipse everything. In the context of epidemics, it means below X will make the germ die off naturally while above X means everyone will get infected. In the context of MF, it basically is right now. She is at the precipice of being weak or being absolutely broken and most of that comes from her dueling potential.

If she is allowed to, she is the #1 ADC duelist in the game at lvl 3. Not in all-ins, not in poke trading. No matter what champion combo you have, if she has enough initial HP to survive the burst and you don't cc her properly, she will wipe the floor with you, your support, and your jangler. No other ADC can boast that except maybe Kalista but that's because of her kiting and realistic uptime. MF could out duel Kalista in a straight 1v1 situation at lvl 3. She could out duel Graves and corki. Again, survive the burst, no trading, just straight Patchwerk fighting it, she is the best ADC.

And that's what Riot has been historically hitting with nerfs. Realistically, she will get cced, there is a shit ton of burst, and she will have to lose dps from kiting. If she has more AS, if she has better mobility, if she has more hp, then that limitation gets dampened and she suddenly can turn the fight into a Patchwerk fight and then MF just starts rolling over everyone, not because Jinx! can't roll over her late game or Kalista cans siege better. No, MF will roll over because early game shuts late game down and keeps them shut down.

I think Riot wants to help MF's mobility, but even though her dueling capability is one of her iconic strengths, it's actually largely invisible. Her W does not require fancy footwork of Draven so it can't be played around like his Q can. Yet it can deal a deceptively high amount of damage early on since it is magic, has a lot of AS, and is proced by Q. And that's the thing. Because W's passive is always up, you don't really have a window of downtime. Yeah, the AS really helps, but if she hits you once, you need to back off or start your bust because if she hits you again, then the ramup starts and soon she's dealing 36% more dps than you at lvl 3 without using any spells.

I think there is a lot of potential to pull that invisible power from W and give it to E since Q is pretty explicit. Then we can take W and make it more meaningful.

Every champions has weaknesses. They also got something that they shine on. Miss Fortune can roam better than most of the marksmen and she is pretty strong as a duelist. She has great starting stats and base attack speed.

But as I mentionned, Strut is problematic during late game where most of the adc's greatly benefits from their passive as game go on. Miss Fortune DOESN'T

Ashe Is currently getting reworked. Her passive is problematic and riot knows it Caitlyn Headshot requires less hits to get it charged and she gets it easier with attack speed Corki 10% pure damage is good all around Draven Is a snowballing passive that is good until you are full build Ezreal Attack speed on an adc is always welcomed Jinx Is almost godlike during a teamfight Kalista Is part of her gameplay Lucian . . . Quinn Scales with AD Sivir Scales with level KogMaw Scales with level Tristana Scales with level Twitch Scales with level Vayne Goes with her ultimate Urgot 15% damage reduction is better during late game Varus Attack speed is always good MissFortune Potato that doesn't have any passive when damaged

I'd love for her passive to scale with levels somehow.

  • a small cooldown reduction would be cool (or increasing the speed at which it caps out the bonus)
  • at some point, no longer affected by minion damage (definitely not from the start, probably around mid-late game)
  • My understanding is that strut isn't affected by CC unless it's tied to damage.
  • The speed bonus is pretty good as is. I do like the suggestion about making some of the bonus permanent at some point.
  • I don't think it needs any scaling off stats.
  • Mid-late game, possibly make strut disable if Miss fortune takes a certain amount of damage within a short time (such as 5% of her max HP) Would possibly be more complex.

MissFortune passive is not that bad, but not that good either. But I think the following should be done to it

-Immunity to caster minions, if you attack one then it falls off unless you instantly kill it due to it's range and homing.

-At level 6 no minions can take it off, at level 11 only actual damage sources can take it off, at level 16 no DoT can take it off (excluding passives like Twitch's)

-At level 6 +5 Movement Speed, at level 11 + 10 Movement Speed, at level 16 +20 Movement Speed

I think with just these alone she'll be fine. I want her to have a decent amount of Movement Speed and early game she does, but it's not really helpful late game.
