Oh, well at that point he is made of two ply because he went PURE AD, though yeah, he looks at someone too hard and they die.

Any AD champ can have that amount of AD with full AD build. Get any AD champ, build every single AD item which includes BF sword (BT, IE, MERCURIAL) get Hydra, on top of that with Botrk and replace your boots with Zephyr and get the red elixir + 5 dragons and Baron and VOILA!
